Joan Irvine has operated and owned Romero's Mexico Service in Newport Beach since 1976. She served as a member of the Commission of the Californias and was appointed by Governor Deukmejian. The commission was established to develop favorable economic, educational and cultural relations between the three Californias: Baja California, Baja California Sur, Mexico and California of the United States.
Joan has traveled extensively throughout Mexico for over three decades. She has developed many close working relationships and friendships within the Mexican travel industry, the marinas and ports of call.

MEXICAN FISHING LICENSE
When operating a boat that carries fishing equipment in Mexican waters, it is necessary to hold a valid fishing license for everybody aboard the boat, regardless of age and whether fishing or not. A Fishing License is not required when fishing from land. Only one rod or line with hook is permitted in the water, per person, but there is no restriction regarding the number of replacement items.
A fishing license allows to capture only fin fish. It does not allow to capture any other mollusks or crustaceans, and their capture by anyone is strictly prohibited. Totuava, turtles and marine mammals are under protection of the Ministry and may not be captured at any time.

FREQUENTLY ASKED QUESTIONS
1. Do I need auto insurance when driving in Mexico?
Mexico law requires that you carry at minimum a liablity policy written by a Mexican insurance company. U.S. liabilty insurance is not valid in Mexico nor is most collision and comprehensive coverage written by U.S. companies. Make sure you have a current registration for your vehicle.
2. Can I use a friends car or can I rent a car to take to Mexico?
If using another car that is not registered in your name you must have a notarized form from the registered owner of the car granting you permission to take the vehicle into Mexico. Most U.S. rental car companies will not allow their vehicles to cross the border. Check with your car rental company.
3. Is there plenty of gasoline available in Mexico?
In Baja California gasoline can be scarse at times. You should always "Cap Off" whenever possible to avoid being stranded. There are plenty of gas stations, however, at times they do run out of gasoline before a delivery can be made.
4. Can I trailer my 29' boat down the Baja Highway?
Yes, however the highway is narrow and has many trucks traveling and making deliveries. At times the highway can be temporalily closed durning peak times. You should plan to travel during daylight hours only.
5. Do I need a passport and/orTourist Permit to travel to Mexico? Where do I get a Tourist Permit?
Entry to Mexico: As of March 1, 2010 per the U.S. Embassy of Mexico: All U.S. citizens – including children -- must present a valid passport, book or card, for travel beyond the “border zone” into the interior of Mexico. Entry by any means, for example by plane or car, is included in this requirement. The “border zone” is generally defined as an area between 20 to 30 kilometers of the border with the U.S., depending on the location. Stays of less than 72 hours within the border zone do not require a visa or tourist card. U.S. citizens traveling as tourists beyond the border zone or entering Mexico by air must pay a fee to obtain a tourist card, also known as an FM-T, available from Mexican border crossing points, Mexican tourism offices, airports within the border zone and most airlines serving Mexico. A Tourist Permit is approximately $22.00 each depending on the the float of the peso.
